The failure modes are different, and that is the real answer

Neither type is safer than the other when working. They go wrong in ways that are worth telling apart, because only one of them is silent.

A dial gauge drifts. It is an instrument, and instruments lose accuracy. A drifted dial reads 11 lb while the canner sits at 9, and nothing about the batch looks wrong — the jars seal, the food looks right, and it goes on the shelf under-processed. Bernardin’s wording names exactly this:

In order to maintain accuracy and prevent under processing, the dial gauge should be checked annually.

A weighted gauge cannot drift, because it is a fixed mechanical reference rather than a measurement: a 10 lb weight lifts at 10 lb of pressure or it does not lift. What it can be is the wrong weight for the canner, sitting on an obstructed vent pipe, or missing.

Altitude: two tables, not one

This is the part that catches people who switch canners, and it is a Canadian problem more than an American one because of where our cities sit.

A weighted gauge only exists in 5, 10 and 15 lb, so its table has one step in it — Bernardin runs it at 10 lb up to 305 m and 15 lb for everything above. A dial reads continuously, so its table climbs gradually from 11 lb through 15 as altitude rises.

The practical consequence: a weighted-gauge canner and a dial-gauge canner in the same kitchen in Calgary run at genuinely different pressures, and both are correct. Both types: the annual look at the gasket

Bernardin’s instruction covers either style:

Examine the sealing gasket on either style of canner annually to check for cracks, tears, stretching or drying out. Old sealing gaskets allow steam to escape from the edge of the canner lid and prevent the proper build-up of pressure.

The symptom of a tired gasket is a canner that will not come up to pressure, or comes up and will not hold. If you have been fighting the burner all season, look at the gasket before you blame the stove.

A canner with a metal-to-metal seal — the All American design — has no gasket, which is one fewer annual job and one fewer consumable.

Holding the pressure is the whole process

Whichever gauge you have, the rule is the same and it is the one HealthLink BC states plainly:

Once the right pressure level is reached during cooking, it must be kept constant throughout the cooking step.

For a weighted gauge that means setting the heat so the weight rocks steadily, not furiously. A violently rocking weight is not extra safety margin — it is water boiling away and liquid being driven out of the jars. For a dial gauge it means watching the number and adjusting the burner, which is more attention and more precision.

If the pressure drops below what the recipe requires, the process was not the tested process. Neither Bernardin nor HealthLink BC publishes a rescue step for that, so the conservative course is the one this site takes throughout: bring it back up to pressure and start the full timing again from zero, or treat the jars as unprocessed food and refrigerate or freeze them.

What we are not going to tell you

We are not going to name a place in Canada to get a dial gauge tested. We could not find a Canadian authority that publishes a list, and sending a Canadian reader to a US county extension office — which is what most search results will do — is not an answer here.

What is published is the instruction: read the manufacturer’s directions for their recommended testing and frequency procedures. Start with whoever made the canner, or the dealer you bought it from.

Which to buy

Briefly, because the pressure canner buying guide does this properly:

  • A dial gauge gives you precision and a lower purchase price, and asks for an annual calibration you have to arrange.
  • A weighted gauge is set-and-forget at the burner and has one fewer thing to arrange, at a higher purchase price on the canners that offer it alone.
  • Many canners have both, and that is a genuinely good position: the dial to watch, the weight as the mechanical backstop.

Neither choice changes what you can process. Low-acid food needs 116 °C, which Québec names as the safe temperature only a pressure canner can reach, and both types reach it.

Altitude adjustment

In a pressure canner the processing time never changes with altitude — the pressure does. Find your elevation, set your canner to the pressure Bernardin publishes for that band, and process for the time the recipe states.
